Born in Illinois. Employed as a stenographer at Central Islip State Hospital in New York.
Author of Early Quarter Dollars of the United States, 1796-1838 in 1925. Fifty copies of the original were published by Wayte Raymond. Ten deluxe copies in full leather sold for $15. The standard cloth bound edition cost $6. Reprints were published in 1962 and 1975.
Browning is buried at Palm, Pennsylvania.
